Well the ancient myths of the gods are rife with issues both ethical and moral. All, in the final hour, are answerable to the Ultimate Divinity. But in ancient lore, the gods rarely seemed to answer to anyone, except to their own semi-divine desires and selfish agendas; which unfortunately, seems all too human, as opposed to being "godlike". So there seems to be a lot of free will, with little concern for the consequences. But then mythology doesn't completely explain their true nature or function. One must experience them in order to understand their true nature. ॐ

Secondary gods are probably lower than avatars, since avatars have achieved Divinity. I haven't heard Gurunath saying anything about that though.
