As the planet warmed through the 1980's , 90's and first decade of this century , managers didn't maintain unnecessary snow plows. And then in 2011-2012 , the Jet Stream became destabilized ,bringing a return to winter weather and snow removal is a fraction of what it was when we were kids ,and it looks like a generation missed basic "driving in snow" knowledge
