Are such celebrations open to everyone? If i was to travel to taiwan for a family holiday around diwali. Can we attend such a function? Just curious

This particular celebration is not open to the public. But there are diwali celebrations which are much more amazing than this one which are open to the public as well. There was a diwali event at a Riverside Park, and once there was a diwali event on a cruise, and so on....You can definitely join those. ❤️
