That is the sound of the retarder - you can hear it in any bus equipped with Voith gearbox. Other automatic gearbox types used in buses also have retarders, but with a different sound (and most of them are way more quiet).
The gearbox is actually D864.3E, I happened to see the original info on it several times, also you can hear the difference in the sound of the retarder between the two types :)

I have a question. When the bus brakes, it makes a wheezing sound. what is that?

This Is Engine Volvo D7C250 And Gearbox Voith D854.3

@@OlexPL Mostly yes, but some non-articulated ones use that as well (e.g. we have some solo Citaros with OM457 engine with D864)
