The workers made something called caissons and that's just large boxes and/or cylinders depending, made up of wood, concrete, or metal. Then they put them in the water and thus fill it with concrete that's put on top of the caissons.
They use portland cement. It has the ability to set underwater. Its made from lime and heated clay.. remember cement sets in by reacting with water. Most of it is actually absorbed by the cement instead of evaporating like most people think.

@@fakiirification lol there isn't to many fancy things you can do with concrete. The pillars you talk about are either piles that have been driven in the ground with a pile driving rig or formed from half round column forms and we don't half fill them. For a bridges most cylinders get tested 7 to 10 days after you pour the concrete and they are kept in the same conditions or outside so the test is more accurate there is no need for lawyers if the test samples were to fail you can wait up to 30 days before you ask for another cylinder to be tested. Maybe they have some sort of large box or tube like structure, and then they pump the water out of it and fill it with concrete.
Either that or they are pre cast
