Yes it is, one out of 500 brick walls. Per match so you have to place 500 brick walls in a single match to get it.

FYI: NPCs that splash can also splash themselves. From my research, their priorities are as follows: Attack enemy -> splash you/teammate -> splash themselves. Also, if you notice that sometimes when you tell them to revive they don't listen, it's because they prioritize attacking over reviving.
