Ironically, lithium itself isn't the problem. There's relatively little and not in a form that immediately combusts with water. The issue is thermal runaway. Battery cells catching fire and spreading to adjacent ones. There are hundreds to thousands of cells in the typical EV battery. Only takes one cell failure to lead to runaway and fire. Scary how quickly it happens too.

If situation is serious enough to take out the electric grid, then by all probability, the gas stations will be out too or they will not be able to get them tankers to refill the pumps. And if you conserve it, an EV can have enough juice to power you for a couple of days, that is, of course, if it doesn't short out and catch fire.
