Your kite may not be balanced, so just add a long tail to it. Hope this helps 👍

You must put the susthiram correctly and you must equally stick tape both sides. By this your kite will be well balanced. But while adding the tail also it will make the kite well balance and preventing the kite to spin. 👍😁

If the kite is rotating, your susthiram must be wrong. The simple way to correct is to stick a big tail probably 3 metres. After doing this your kite won't rotate. Soon I will upload a video on this

Is there sufficient wind ? Try to fly it in free space like ground or higher heights.
May be the the knots(Susthiram) would be wrongly tied. Try doing another kite with tail but do not add to much weight.
Is it like the kite is not going up at all or it goes up and spins and falls down ?
