As an NRI who has no other taxable income in India, it makes sense to diversify into fractional commercial real estate. Good to know that you have started providing advice about it now.
Instead prefer REITs ETFs much more flexible and safe.
Who is regulated body in fractional investment? How it is a safe asset class without any regulated body.
Currently it does not have regulatory body . The SPV structure comes under Companies act . SEBI is working on building a regulation for this sector . It is a work in progress
What about expenses in fractional real estate?

It is misleading.
1) How do you exit when I want? Who will buy? Or do one has to wait till a sale happens to the property and get a distribution?
2) You just own an equity portion. The majority share holders(owner) decides if they want to declare a dividend. Your income is not guaranteed
3) If the corp that owns it goes bankrupt, are you also at hook to pay up the bank for the loans taken

25 lac is a big amount to invest in fractional Realestate as compared to mutual funds
That goes with asset class. If you want safety, you must choose projects in CBD. These are invariably costly. In fact, for a really good area, 25L should be too low.
But it's ok compared with actual real estate.

What are some good Fractional commercial Real estate companies?
None. Please keep in mind this is completely unregulated sector. There is no regulatory body controlling how these type of "investment companies" should operate. Any tom dick and Harry can start a real estate project asking for fractional investment.

Need help
How about the cash flow from mutual funds that give out dividends? Its upto you how you choose your funds based on goals? Do you want only capital appreciation or both? Both are possible with mutual funds. Invest directly and you get even more of your money to work for you
REITs offer a perfect balance and one can get best of both world....
Why get stuck with one set of commercial property, blocking huge funds, difficult exit routes etc etc

I have personally invested through Property Share platform in an office space in Bengaluru. I've been getting regular rent for past 1.5 years without any issues so far.
