How To Change Your Name on PayPal Business Account

I want change the business name not my name. Every time i want to change my business name its always asking my ID name. I'm so confused.

I gave them all the info and details they asked me to change my PayPal name and i succeeded. I got the email and have their full permission and asked me again to send them an email if Im really certain to change it, so I did. Got another email from them but somehow PayPal just refuses instantly. What the hell?
