When Sans fights Chara, He only needs to Move to the side. But Papyrus makes His brothers soul turn blue so Sans has to jump over Papyrus Bones. That would tire him Out even faster than in the Fight against Chara, which would mean, that Sans can't Dodge very long. The only disadvantage, Papyrus has, is his kindness. Would he even try to kill or even Battle with his brother?
I'm pretty sure Papyrus's attacks always leaves exactly 1 HP, so that's probably right. Plus there's Undyne saying Papyrus is "actually pretty freaking tough" in her own words, so ... assuming he is holding back all the time, is precise and fast enough to leave exactly 1 HP and purposefully cancel his attack in mid hit, something no other monster but Sans is shown to do, and allegedly has a 'special attack' we never get to see... Then in my opinion it's reasonable to assume if he was serious about winning he'd be stronger than Sans. The biggest difference is that Sans doesn't give invincibility frames, which kinda leads me to believe that Papyrus is actually giving extra invincibility frames to the player out of mercy. I guess you could say he doesn't have a mean bone in his body.
