The Average Mortal level is *not* about power. It measures the quality of the mortals in the universe; life, intelligence, progression and the balance of life and destruction. So the 4 best universes the Supreme Kai and God of Destruction have done their proper work, Supreme kai has watched over and nurtured the life and created new life, while the GoD has destroyed unnecessary worlds and life that is not progressing and evolving in anyway and might be harmful. U7 has been plagued with individuals causing trouble for the life on the universe like Buu and Frieza, and also the Gods haven’t been doing their jobs properly; Beerus just sleeps and destroys things without a proper reason while Supreme kai was lacking in training due to Buu killing the other supreme kais.
Folks hate that Gohan regressed which is obviously his character development not bad writing. Teen Goten and Teen Trunks even go thru the same peaceful phase and stop fighting entirely.
My issue with it is that it happens too often. When it happened in the buu saga it made sense, there was no threat. It switches from strongest of the fighters to weakest alot. Obviously i dont want him to be the weakest, i just want it to be set where Gohan sits as a fighter. He should remain in the top 10 or top 5 IMO.

What’s a crying shame is that when Super returns we won’t get a continuation after the Super Hero movie but will probably start with the Moro arc which starts after Tournament of Power and Super Broly in the manga.
It's not just the universal population or inhabitants, but also the average cumulative advancement of the entire universe's population in several fields such as technological advancement. It is sort of like HDI (human development index) but for the whole universe instead of a nation.

To be fair even the characters on the show couldn’t understand this fact which is probably the main factor to blame lol. However, in the anime tyat blame has some merit, because Zeno had just thought about it and would have done it at some point anyway, but for him centuries or even millenias are nothing so the actual erasure could have happened way later. Goku’s tournament idea thus caused it to happen to them now. In the Manga however, they were literally just about to wipe the 8 universes when Goku arrived to Zeno’s palace to ask about the tournament, so there Goku literally saved everyone for at least that couple of days until the tournament and gave them a fighting chance

Not counting the BoG movie this is Gohan’s first fight in the Kamesennin Gi & Kamisama Shirt & Boots since the Buu Arc. It should be noted that Goku, Supreme Kai, Grand Kai, Kibito, and Satan also witnessed his fight with Buu. Lavendar’s VA came from TFS.
12:00 so yeah the AVERAGE mortal level of those universe are higher meaning most of those beings are stronger than the beings in universe 7 on average but it doesn't mean any of them are stronger than Goku and Vegeta.......not to say that there AREN'T mortals who could be stronger than them but just because the universes mortal level is higher doesn't mean they are goku/vegeta level, in fact if you think about it Goku and Vegeta and maybe majin buu are likely single handedly carrying that mortal level average themselves
