During the formation of coal the send remains same because they are not in the contact of water but when we talk about the formation of petroleum and natural gas the sand in the contact of water and as we know sand + water is equal to moisture or hard sand soil so it converted to rock

Coal was formed by decomposition of dead plants and trees (dead vegetation) into carbon . This process of conversion of dead plants trees into carbon is Called carbonization.
Petroleum was formed from organism living in sea when they die , their bodies settled at the bottom of sea . These get covered with sand and clay . In millions of years they converted into Petroleum due to high temperature, pressure and absence of the air.
