They probably moved his location in some of the recent patches because he ain't there anymore. He can be found much more easily now with tracking. No more lurking in the shadows of the pipes.

@@aleksgornostaev probably thought it was a safe place to hide the he obviously got found by a monster and got killed then he has just continued to float about in that tube for ages.

Well, after I visited the terminal at arboretum, the josh dalton was still in guts, but in the other place, bit closer to arboretum, in little tunnel alongside the main corridor. So probably developers had changed his location now
@@leesaunders1930 More recently, he's been moved, he's no longer behind the pipe in the PC version. Instead he's still in the same general area, but is in a slightly different place each time Prey (2017) is played.
I guess barely anyone uses the in-game tracker for bodies - the security terminals.. I got here because I though he was stuck inside the textures, because the tracker was inside the wall from other tunnel.
