Primal Fear is and always has been very heavily influenced by Halford-era Priest- especially the Painkiller era. So, yeah, you're right on the money there.
check out outworld singer is great too,same style this guys is amazing. maybe judas priest choose tim owens cause he was a true judas priest fan but this guy could have done the job
priml fear is heavy metal, the guitars are lower than in power metal, the drums are also diferent. especially the first albums from PF are like ralph and matt´s style of the "painkiller sound" to call it in some way

Lionforce: ZP Theart doesn't hit very high notes (even Dickinson hits higher notes). He's a pretty good power metal singer but name any aspect of singing and I can name a bunch of vocalists that do it better. If you want high notes (with and without falsetto) here are some: Michael Heiman, King Diamond, Rob Halford, Tim "Ripper" Owens, Matt Barlow, Warrel Dane, Ray Alder, James LaBrie, Robert Plant, Chris Cornell, Geddy Lee, Geoff Tate and any Deep Purple or Yngwie Malmsteen vocalist.

Owens got it because at the time Scheepers not only sounded like but also looked like Halford, Owens wasn't as obvious. That and the fact that Scheepers was already a well respected member of the Pro Metal community and no fool about the music business which means JP would not have the same level of control over him like Owens who was simply a hick from the sticks. Easy decision.
It's not falsetto mate, it's head voice and it's very hard to master like Ralph has. I'm a vocalist myself and thought it was just falsetto with a "push"... until i found my own head voice. It is very hard to tell what technique is being used sometimes, so I'm not knocking you, just informing.
