You can fairly confidently assume that, if any fees are in USD 💵 (United States Dollars) it isn't a payment to a Finnish educational institution (school). It wouldn't make much sense for a Finnish institution to use any other currencies than the official currency in Finland, which is Euro 💶.

this Finland does not ask for that. but Germany vocational school usually asks for German certificate
