You don't need surgery or injections to get a big butt. You can get q bigger but with the right exercise and diet.
That's like saying you don't have to take steroids or get pec implants to get big bulky pecs. Some people just don't have the genetics to develop the features they want naturally. Approaching isn’t the issue when they don’t know their age. It’s when they know or when they find out and proceed to pursue a child. There’s definitely grown men chasing after little girls dressing skimpy. At this point in time you can’t look at a female and automatically tell their age. There’s underage girls lying about it and dressing like a woman, wearing a ton of makeup, etc. Everyone needs to check ID’s and parents of young girls need to set rules and boundaries for their child.
