It also depends on how many games you're eligible to get the packs for. So having a lot of games and getting all of the free card drops for them (so you then become eligible for the packs) makes a big difference as well. I'm at level 85 now and I get 2-3 packs a year maybe. Still need to earn the cards for a lot of my games, got a lot cheap through humble bundles a few years back. It's not exactly profitable.

Honestly if you want card for badges it's best to just buy them on the marketplace. The chances of getting a booster pack is too little and crafting one out of gems is not worth it at all.

No, you don't need to keep them. I do the same thing all the time, lol. There's a button, either on your Badges page or Inventory page, I think, to check your booster pack eligibility.
There's a very small random chance of getting one, which is also relative to your Steam level (higher Steam levels have a higher chance). I'm at level 88 with dozens of games eligible, and I've only ever gotten around 5-10 over a bunch of years, lol.
Is your account limited? If you haven't spent at least $5 on Steam it may be. Another reason can be if you're in different countries with different currencies, depending on the value they sometimes restrict that.

Pretty well. You can always sell them, but the effort involved in getting a high enough level to get them makes that not worthwhile, strictly speaking.

Once you've earned all the card drops for a game, then you become eligible for the booster packs. You can craft booster packs for games that you own at any time, if you have enough gems.

I just realised that each badge you make discards all the cards. What happens when you have finished milking every single game for cards though? Pay wall? Unless you specifically buy another game which will offer at most 8 cards?
The cards are used up to craft the badge. Once you have earned all of the free cards for each game, you become eligible to receive booster packs for that game - although they are very rare. I believe you can craft the badge for each game up to 5 times (5 levels). You can also use gems to craft booster packs. But yeah, you only get so many cards for free. I have like 80 or 90 levels without having added money into it (apart from money earned by selling cards and other items), though.

Start with things like the badge for the Steam Awards nominations (available during this sale), and the Community Badge, and so on. There are some free ones that will help. Then you can get the cards for whatever games you own, and try to build from there, either through the market, or through trades etc.

Absolutely! You can get them any time after you've earned all of your free card drops for that game, you don't need to keep the cards.

The best way is to get a key and trade it with bots - 1:20 badges for TF2 keys, 1:25 for CS:GO key especially now, coz every badge - one winter card.
