1.99 is basically 1.40 but all explosive damage is reduced by 20% (Similar to how it was on X-box and PS3, explanation here is explosive damage is tied to FPS and on PC we get 60 FPS vs the inconsistent ~30-50 FPS in consoles).
Also all weapons and parts that are bad/unused are getting small buffs to be viable.
That is the goal any was and it's a work in progress.
