Very good point! We need some visionaries in the Bengal State Govt, which it lacks severely. Finance, IT are taking steam (slowly but steadily), now to focus on Biotech, Gaming Industry, Analytics & Data Science + M/c Learning, also Basic Sciences... each of these fields need major R&D hubs in Bengal, considering the fact that each of these industries have massive contributions of Bengalees (with Bengalees at some top positions) all over the world. Bengal may not get massive large scale manufacturing units and factories like some of the other big states, but what we can (and must) attract are the BRAINS. There needs to be a dedicated roadmap to create a symbiotic ecosystem for all such sectors (which Bengaluru has been able to do more or less successfully).
