There is one more tip which I used and found to be very useful in case of scale affected rose plant.. Dip a cotton ball in hydrogen peroxide solution and wipe it off the affected scaly stems and remove scales completely. After that soak another cotton ball in neem oil and smear on the cleaned stem. One time application gave me the good result. U also can Try and let me know the result.

Then spray on mealy bugs. Repeat after every 7 days till the mealy bugs get disappeared. He repeated it 4 times ( after 7 day gap).
