They can tell, if their opponent is strong enough as League player. So, if you're new to the game, and kind'a usnure, it's better for you to buy your "core" items. You'll feel if you can buy an item, as you're getting better with the game and hero itself. That's pretty much it 😅
Oh, and it's also worth buying if you killed opponent early and you don't get much in gold value, because you'll get ap value from every their next death. Also not to mention it's only worth buying only on ap damage based heroes
