So that clip is from the full Stormwatch anime PV. However as you've noticed it's not on any of the offical channels, because for some reason they only uploaded the short version of the PV. I found the clip from some other channel who managed to get the full video. I apologise but it seems like I can't find the video anymore, perhaps it's been taken down or the UA-cam search can't find it normally.
