As a retired member of the National Guard who served three deployments and 1 State active duty, people should know the difference. Under Title 10, federal activation orders, the guard is under the command of the federal gov, i.e. the President is Commander in Chief. Under title 32, the guard is under State orders, i.e. the Gov. of that state is the Commandr in Chief. Having done a deployment attached to the DC Guard, it is the only Guard unit in the country that cannot be called up by a gov. Because DC has no gov. The president is always the commander in Chief and has the authority to activate the DC Guard. Having also done active duty time before my guard time, the speaker of the house is not in the chain of command. The exception is if the speaker becomes President. Hell the Vice President is not in the chain of command unless they become president.
So, in a nutshell, Pelosi barred Kaptain Koup Koup from deploying the guard, even though she never had or will have that power. Either that or he succumbed to her charms, 😉

And. What about the Jan 4 memo that Christopher Miller (trump's acting dod) sent preventing the national guard from doing anything unless he personally gave his ok.
