4:13 Tatsumaki is actually 28 years old though what the cause of it Idk until now it doesn't have any dialog on why her body didn't grow but yes indeed Tatsumaki is an adult

Fubuki and the goro( the woman that controls Orochi) are not. There us another natural Telepathic in Class C and he is also short because all of their nutrients go mostly to make their Telepathic powers stronger

I mean, im not going to judge, its just that in the past i was going to sleep at 7-9am, then waking up at about 5-7pm and then staying up all night again, but now it changed, i have the real sleeping problems and it takes me like 1hour to fall asleep, im keep waking up at night and then again have to struggle to fall asleep so yeah, i cant go so late to sleep now
