Yes. Pirates operating around the Philippines were independent groups of mostly Hokkien Chinese ethnicity but also Japanese and even other ethnic groups across Southeast Asia, including modern day Philippines. These pirates would set up bases on the coast in places like Lingayen Gulf in Pangasinan. These pirate groups would have complex relationships with different Pangasinense, Ilocano, and Ibanag peoples. So these pirates would raid southern Luzon and the Visayas before trading in northern Luzon. The lowlanders were the intermediaries between the gold in the Cordilleras and the foreign goods from outside the archipelago.
