Portrayed like he is her stalker getting closer and closer until physical contact. This is one of my Top 10 Rammstein songs, beautiful songwriting.
This song is from the point of view of a man who sees a woman in the water and wants to and will rape this woman. The song ends lyrically where the thoughts of the man becomes an action. From then on you can only guess what happens now because of the melody.

The section with the two Voices you talked about is Till's voice in a higher octave (an octave is when you sing the same musical note in a higher voice) so you get a low and a high voice (both are from Till ) matched together which sounds freaking awesome.

The fire and water are definitely a metaphor for that as well as a metaphor for his hot desire/lust and her beauty and and emotionlessness towards him. "Glatt wie ein Fisch" (slippery as an eel {adj} [idiom] - glatt wie ein Aal [Redewendung]) means superficial perfection with a shady core (blaming / hate-loving her) and could also mean he can never hold her, or she is unreachable. But it could also mean that he grabbed her and did something to her, while "kalt wie Eis" (clod as ice) could describe her feelings for him as well as hinting towards murder. Although definitely sxu al it is very poetic and well thought through.
