As a student and a fresher, I have been sending connection requests to recruiters, employers etc, but it's significant that I have more than 75% of requests unaccepted.
I didn't know about this feature before watching the video, since I use a mobile application of LinkedIn.

When prospecting, sometimes it’s better not to include a connection message. If you want to include one, suggest any free value you can provide, examples of benefits your clients see after working with you, or join LI groups that your prospects belong to and mention them in your message as something you have in common.

If you mean recruiters that work for staffing agencies, then it's best to contact them when they advertise a job you are interested in and qualified for, or if they specialize in an industry that you have experience in. If that is the case, write the personalized LI connection message and say you noticed that they hire for jobs that you have experience in, and ask what is the best time to send them your resume. But remember that their priority is their customer - the company - that pays their commission. You are just inventory to them.

In many cases you can send a message before you ask to connect, or you have the option to personalize your connection request when you click "connect". In other cases you may need InMail to send a message to a person you don't know.
