Yeah, TFiddler is an art monster. Regardless of your tools, there's no substitute for years of experience, sadly. 😭
Any tablet + Clip Studio Paint is all you need to follow a similar process. In fact, Procreate is considerably more limited than CSP, and it likes to bug out sometimes when you use the transform tool with an Apple Pencil. But still, an iPad Pro + Procreate gives you a pretty great pick-up-and-go digital sketchbook. Makes digital painting feel as convenient and spontaneous as a sketchpad and a handful of pens.
