you cant take them out of the water if there heavier than 30 pounds and that one looks bigger than 30 so its illegal to do so. but its hard to tell the size of it.

But u do need a tag and your not supposed to target them from a bridge or pier
You need a Tarpon Tag to land a tarpon. FWC monitors this stuff.
