This scene is from the Wavelengths DLC, a prologue to True Colors. You can only get this scene if you chose the Save Chloe ending in the first game. If you saved Arcadia, Steph remembers Rachel being found by the police.
true colors really was a boring ass game. steph was literally the only great thing in there. i hate how the chloe lives is the canon ending. should have never been.

There's no canon. The game will always have two options for the player.
