You could make it more like a scavenger hunt with a treasure/fantasy theme. So there are various locations with objects they have to collect/ challenges to overcome. I don't know what any of your parameters are but for example if there's a park close by then one stop of the map could be "collect a fallen leaf form this wise tree" . Another clue/ stop could be "recover the ancient words" from a local landmark plaque or something. Make like 5 different maps with the order of the stops jumbled for each version. That way everyone isn't going in the same direction . Then make the final stop (treasure location) the same for everyone. Just an idea though, hope it helps!
I’m thinking of setting up a treasure hunt myself but I want to leave the treasure hidden for years until somebody finds it and if the treasure is a bottle of Whisky I doubt anybody will let me hide it on their land because it’s age restricted and anyone could find it. Back to the drawing board!

go look up the gravity falls Cipher hunt. This is probably way bigger than what you want to do, but it might give you some ideas.
