Arguably, UK would have a good chance of surviving it. They are isolated by water which would give zombies a hard time traversing it. The UK also has northern ireland as an emergency evacuation island if the mainland gets invaded. The UK also has tall mountain ranges, using those could also give an advantage.

Oh for Philippines maybe it's a bit sm safe in the Philippines because of scattered islands where ever the infection start we might be safe if we are separated from that island where the infection started like I live in cebu but to get to cebu you need to travel by air or sea but zombie cannot swim so we will be find but we have a to be aware of people being smuggle in to our island for safety cause who knows? They might be infected they can be smuggle by plane or boat by accident without knowing that the passengers they are carrying are infected
