Maybe Aty is an otter who was born in captivity so he didn't learn how to survive in his natural habitat. So it might actually be better for him to live with humans ! And he is on leash because i doubt that it is actually allowed to let a non-domestic animal walk around freely. You know, people would make a fuss about it.
