The Wiggler constantly cycles on the same ledge above the train tracks in Bluebell National Park (the tracks that lead into Fort Meadows). Basically, just follow the train tracks that are east of the dam and travel south and you will see the Wiggler.

Strangely enough, a person can buy Question Block LEGO Pieces/Elements in the real life LEGO Super Mario LEGO theme sets, though. The Skullptures all appear in the same locations as the Mario Question Blocks, as well as give the same reward, though. 3. Consequentially, you also now do not need a Farmer (as far as I can remember, anyway) to build the lotus blossom in the non-Nintendo ports of LEGO City Undercover. 9. The Mario Warp Pipe that exists in the Wii U and Switch ports of LEGO City Undercover obviously does not exist in the non-Nintendo ports of LEGO City Undercover, nor does the Mario Warp Pipe/Classic Shrinking Sound, both for obvious reasons. However, an equivalent of sorts for the Warp Pipe does technically exist in the same areas in the non-Nintendo ports of LEGO City Undercover, namely, that those ports of the video game have two extra Astronaut Teleport Platforms in the same exact areas of the Wii U and Switch ports of LEGO City Undercover. 10.
