There's Rules To the road, people Are Required to Pass a Test, To Acquire a Drivers License, Correct? It's Called Rules to Sky-ways, Governed by Each Country.
Passing the Test and Receiving and Retaining a Drivers License, Is Far easier Then Passing Tests, and Receiving and Retaining a Pilots License.

Training, sometimes rappelling is the only way you can gain entry so it's a useful skill to have, I can think of worse ways to spend taxpayer money

You can get faster response times with a helicopter but you won't always have somewhere to land
