Yeah but the developers have the make the game from the ground up. Don’t get me wrong modders do great work, but they can use the already existing game as a base, the developers have to make every 3d character model, environment, controls, etc.

For humans i would give an exclusive transformation that relies on energy. They will unlock it on frieza saga after goku ssj, and the thing it will have is ki control, they will have tatoos on their body, and this form will allow them to use kaioken far better than other races, and even unlock a kaioken x50 only for them, ofc it will have restraining, and as we avance in the story we will unlock grades from this form, until the four phase wich will allow you to use elemantel powers, Lightning, Fire, Ice and normal, the tatoos will have colours at that state and you can change the elementals in combat.
I have a question about the ultra ego way, when I change my hair, it turns blonde, how do I know that it is the same color as the ultra ego in your video?
