She needs her range buffed. Almost all mages have better suvivability and longer range than her. If the enemies bought athena early on which happens almost everytime on high rank games, she becomes useless. Easy pick off once the tank dies. At least with longer range she can do her job better by poking enemies even with her current soooooo slow movement
Change her passive Moonton, it's so bad compared to other heroes. It's literally just synergy between her skills, which many heroes already do even without their passive. It's not even consistent most of the time, it lasts 3 seconds which is incredibly short. My suggestion is to add the extra skill effects into her skills, and change her passive into something else, ex. A Lightning Truncheon-like passive that grants extra DMG on the next skill every x seconds and grants movement speed or something. Besides, Eudora is already long overdue for a buff.
Nerf the low cooldown of Athena's shield and increase Eudora's range. If her full combo doesn't kill the enemy, she's vulnerable to counterattack. Having some more range would help. Athena's shield negates her damage heavily because she has to unleash her combo within the duration of the shields effect. This means all her damage is reduced by 25% so that even the frail heroes easily survive. Divine glaive does little to help. In higher ranks she has to build full penetration early which lowes her damage potential
Buff her passive Moontoon! Maybe add slow effect when enemy is inflicted with superconductor, and also improve her wave clearing abilities, reduce her CD! Since she is skill dependent hero!

Her passive so scary to squishy heroes when she reaches level 4. Shes already too op she does not need any new passive
