I noticed how later on in the CGI series they turned Sir Topham into this jokey comic relief character that not that many people take seriously, but this song really shows that he is someone that you do not want to cross over on the wrong side of the tracks with and is a respected and important professional who everyone on his Railway cares about.
I actually think they did still make him a strong authoritative figure despite his more prominent comical moments. I still feel his anger when he’s about to scold one or more of his engines, especially in Legend of the Lost Treasure.

I for one like that they made him more comedic but not to the point where it becomes his defining character trait. We rarely see him be stern or even annoyed, the scene where he loses it at thomas in SLOTLT was much needed a shame it was mostly a one time thing.

Lost Treasure was really the token one. Best time he was ever taken seriously, and the one where he got the most infuriated with Thomas ever, since Thomas deserved it for shifting the blame from his own carelessness

Sir Topham hat is firm because he cares. He wants the best for his engines and his workers because what’s best for them is best for business. Sir Topemhat gets to see a perspective the trains don’t. He gets to see the kids pouring into the station after school. He gets to see all the fairgrounds and festival grounds the trains help build. He sees houses built for families supplied by his railway company possibly even paid by its wages. As he hangs his hat in his office over Knapford he can look out and know he helped build Sodor into what it is today. But he knows he couldn’t do any of it without the help of his Useful Engines.

Sir Toppam Hatt is actually a very kind and merciful character considering the fact that most of these stories take place in the early 1940s to the early to mid 1970s, a time when the United Kingdom as a whole were scrapping their old steam engines on their country's railways and replacing them with diesels. In The Railway Series books that Thomas The Tank Engine & Friends is based on, the Hatt family stands firm on being against scrapping engines, especially steam engines. Theres a book that takes place in the 1970s where Sir Toppam Hatt's son Charles Hatt has taken control of the Railway on Sodor, and he buys 2 high speed diesel electric BR Class 42s named Pip and Emma and all of the steam engines (some of which are based on locomotive classes that date back to the late 1800s) are still working alongside these new modern high speed diesels. Stuff like that would have been unheard of on real world British Railways at that time.
Since none of the engines were from there initially, Sodor's rail system operated independently from the rest of the Uk, despite being registered as part of BR.
Theory: Sir Topham Hatt is meant to represent the Judeo-Christian God. He’s incredibly loving and gracious towards his deeply flawed but repentant servants, he’s just in dealing with fools, he saves many from a fate so that they can do good works, and he rewards his good and faithful servants. It’s a theory I’ve held for some time, and it’s scary how accurately this fits the RWS. This opens up the implications of the steam engines being representative of Israel and the diesel engines being Gentiles, but that’s a theory for another day.
