The English she speaks is technically correct, and some details show the seiyuu knows English reasonably well (she uses glottal stops on her 'T's and shows a clear difference between 'R' and 'L' for example), but the words chosen aren't those an English person would choose. 'Oh, there you are' is redundant as she saw them as the door opened (those words imply they saw you the instant before they spoke, as in a surprise appearance), it should have been something like 'Oh, I'm glad it's you' (she wanted to speak to them and it wasn't her Mum for example who opened the door). Subtle difference, but can be surprising to a native English speaker. Though the apologising and trying to reassure her friends she told her Mum she'd run away in the middle of a tirade of anger and frustration is amusingly, quite normal in English.
Yeah, it seems like they got seiyuus who know how to speak English for the British girls, but the script itself was written by people with poor knowledge of English (or maybe even some degree of machine-translation)
It would be a funny ironic joke, but more likely its cause translations of languages (especially with no native speakers involved, very likely in a seiyuu cast) tend to lean on the formal side of things.

To be fair, Japanese voice actors are five heads above English-speaking or any other voice actors in the world, they focus on perfection like samurais, they're masters of their language - and understandably underperform in any other.

I think she was mumbling a mix of English and Japanese. Therefore both the Japanese and the English sub version had subtitles.
