You can't ever complain about digital television when you suffered that awful ghosting on analogue. It looks like Thames were broadcasting two clocks. Unless it was an atmospheric thing and it was obtained from outside of London.
I think that’s audio bleed-through from when the tape has been rolled up on its reel. The magnetic field from one part of the tape can slightly magnetise the parts of tape immediately adjacent to it when rolled up.

8:08 For those with headphones, there's a very quiet tone for 3-4 seconds before the actual loud tone appeared, due to magnetic pre-echo.
i can also hear it at 9:30 and at 9:43
