He appealed it, they said they confirmed their findings that he was cheating and his account (the gold border main he was using) will not be getting unbanned, and will stay permanently closed. So yes its pretty safe to say he was cheating.

Some reports like voice communication toxicity they just ban based on number and frequency of reports to an account however, cheating is either an automatic process via detection that you've probably experienced in game yourself or a manual review prompted by reports. He was banned for cheating and so he was very likely actually cheating. Blizzard usually will investigate if someone claims they were unfairly banned. Hopefully they put it to rest so we don't have to wonder.
