Calling this Closest Location removal strategy is misleading. "Alphanumeric" would be a lot more accurate. If you want to call it Closest Removal, odoo should consider the Destination Location and try to assign inventory based on actual closest location to the intended destination. Right now, the intended destination is not considered at all.
