The idea behind it is most people aren't familiar with reloading weapons quickly, especially during a firefight. More experienced people with training take a lot less time to reload. So characters with higher shooting skills will reload a lot faster. It's still too slow in my opinion.
I don't understand why all time to reload weapon, even it is minus one bullet and 70+ bullets already loaded..
