U could have used zhongli in Arrlechino and Noelle in neuvi team .he can heal fast .

I would use diona shield for neuvi teams and zhongli for arle, diona can help stacking up fanfares and provide some sort of freeze although not really reliable. Neuvi being neuvi, he obliterates anything faster before the shield can break haha

No Tenacity doesn't work on her, also her shield is bad, it has only 50% uptime. You are better off with a shielder like Layla

Thoma will be a viable option for both neuvillette and arlecchino although his sheild is not as strong as laylas and zhongli
