People (Men or women) who wear Burkha and refuse to show face should not be issued any ID and they should not be allowed to vote. Because who knows who/what is inside Burkha at the face level
When you get inside the room for voting they will check your face whether it matches with their records according to serial number mentioned in the voter card. if they get any doubt on their face they'll ask for other id cards like aadhaar, passport, passbook, driving licence etc., and exactly police has no rights to involve in the voting matters. elections employee does have those rights to check the face. without checking their face they won't allow for voting and other government employees doesn't have rights to check the face.
Checking ID is standard procedure. Who is responsible to check. A govt. Official + candidate or their representatives if in private there should be two officials so no ones right is violated. If no one official is checking than the candidate or their representatives should have the right the police are present along with the EC's representative who can decide if there is a question. Bottom line a procedure must be in place. After so many election there is no doubt onr exists. This is another reason that UCC must be implemented ASAP.
