Is Brax/Grax/Drax the Ambassador or the supreme admiral of the empire? We see him called Ambassador and acting as liaison (if not actual diplomacy), but also giving orders for the entire fleet.
You can be both ambassador and admiral, Today military personal visiting other countries are both military and ambassador or attaché personal.
7 fleet admiral was involved in EX Yu war as a Diplomat and Military leader.
