- Local police officers notified former President Trump's Secret Service detail that they were looking for a suspicious person in the area of a campaign rally in Pennsylvania before gunman opened fire, a U.S. official told NBC News.

how did he get on the roof in the first place, with a loaded AR-15 rifle?, and then not get spotted by secret service sniper marksmen who were on a nearby roof? Something doesn't add up.
It's hard to know. This looks like a major foul up, but it sometimes stems from the protectee. My sister in law used to be Provost Marshal at Fort Myer and regularly assisted GW Bush's detail. Bush used to like to jog through Arlington, but after news broke about torture in Iraq, threats against him skyrocketed. Secret Service told him that he could not jog that route anymore until they had time to set up stronger security, but he refused. So my sister in law scrambled and got a few extra MPs on duty, and Secret Service got an FBI tactical team, but it was not near what they thought was needed.
I am not saying this is the case here, there do seem to be serious lapses, but it does happen - for example an advance team might say they need 90 agents to properly secure an event, and the Service only has 75 to give them, so they need to lean more on locals who also have their OWN limitations and sometimes can't give as much as the Service would want.

My brother's theory is the kid pointed the gun at the cop and he retreated causing the kid to shoot quick making him miss.

When i turned 18 i registered for whatever political side my Mom was for (i think i told her to fill it out and mail it). I was registered 1 party but voted the other for 8 yrs. The interesting thing about all this, is the possibility that it was a setup. The secret service failed to have all roof tops covered with a single agent like they usually do, the fact that others were pointing out that they saw him on the roof top before the event occurred and no one acted on it. The way the SS failed to completely cover tRump, allowing him to jump up and make it a scene out of a movie...then you have tRump's own assertion earlier that there would be something big happening, and now all reports of that seemed to have been pulled down? A pundit opined that Trump reacted to the shots exactly as one in his position would. Firstly, he checked to see if he was hit/injured, then focused with his team on an exit strategy. I think they missed one thing. I am certain every other president from Ronald Reagan to Joe Biden, would have instinctively made an attempt to ascertain if anyone else was injured. Instead, Trump raised his fist to make a personal branding statement.
