This is how I solved the problem. I remembered a command about group policies. I held down the windows key plus the "R" key and opened the run dialog box. I typed "gpedit.msc" into the box (without the quotation marks). This opens a "Group Policy Editor". Under computer configuration (left pane) I expanded "administrative templates", then "windows components" and scrolled down to "Windows Installer". I clicked on "Windows Installer" and that expanded into the right pane. In the right pane I chose "Always Install with elevated privileges". After double-clicking that a new window popped up. I changed the setting from "not configured" to "enabled" and clicked "apply" and then "OK". Voila. Everything worked. The .msi file installed perfectly. I also made the exact same changes under "User Configuration". Same choices. Same clicks. Same changes. I did those first and nothing changed. Making the changes under "Computer Configuration" worked. That might work by itself. I didn't go back and make any more changes to see so you can try the changes under "Computer Configuration" first. If that works then that will suffice. If it doesn't.....you will have to change the settings under both tabs. Anything is corresponding but the one thing is that when you click on the app the install as and administrator when I reach there is the file does not have an app associated with it from performing this action.please install an app or if one is already installed, create an association in the Default App settings page. But please my question.how can I find this thing

I'm sorry It did not work. The Installer is completely missing, and services not able to open or adjust it. I had this problem before on Windows 10 and I thought there was a MSI Installer I could download, but I can't find one. Mine is a diffrent problem. A cmd prompt keeps opening and closing after every 5 min and that is so quick that cant understand what actually it is. for eg- when am playing Counter Strike Global Offensive it just pops and the game minimizes and is very frustrating please need help !

Just right click the folder and hit delete. That shouldn't have happened to your PC. please make sure all steps were followed correctly. I'm working on a new solution.

No you don't have to format your PC. You shouldn't be trying all this if your understanding of Windows is lacking... I would recommend you try restore your PC to a time before all the problems. If you can't do that please don't try. The best I can do is to try and remotely access your PC to try and help you.
