Is it just that when the probability that it could be 400g is too low (hence, H0 is rejected), something else is suggested (a third option)?
Trying to encourage people to stop driving to campus, the university claims that on average it takes people 30 minutes to find a parking space on campus. I don’t think it takes so long to find a spot. Can someone tell me what is Ho and Ha.

How do we not know that the student (with the alternative hypothesis) doesn't think that it is more than .80 percent of the students that graduate? That seems like an assumption that you put (less than)?
the claim was it was at least .8 (meaning its greater than or equal to). The student thinks the value is different from greater than or equal to .8 and the only value different from that is less than 0.8.
I followed you until you said the student disagrees, therefore it's less than. Maybe he disagreed because he thought it was more? I don't get how you were able to jump to such a conclusion.
